Please answer this Pokemon Ruby questions?

How do I get past LilyCove?
I’ve defeated Team Magma and gotten the other Orb, but where do I go now?

Also, does the boat under construction in Slateport ever get finished?

First go to Slateport city and talk to the crowd then go back to Lilycove and surf off the west coast to find a team magma grunt. Surf north from there into the base. Progress through until you find that team magma admin. battle it and surf to Mosdeep city.
