my sims kingdom. Building the house for the man who lives on the boat?

Hi can anyone help me i have finished building the house for the man who lives on the boat, but it will not let me finish can anyone tell me how to do this many thanks

you probably haven’t done all the pieces yet look to your left and you will see a chart with all your needs

Or else maybe you have to do the inside.
