Fuel pumps are really loud, I have one on my 502 installed in my boat. If i built a small container( aluminum) mounted the pump inside, and filled it with water, would it be safe?

Fuel pumps are really loud, I have one on my 502 installed in my boat. If i built a small container( aluminum) mounted the pump inside, and filled it with water, would it be safe?
It will work just fine as long as it is a submersible pump and the leads are insulated.
I would not want to put a fuel pump in water, but I suppose it would be safe. Why not insulate the box with lead lined foam, like for an engine room?
