make it out of clay, ask a ceramic teacher for some. its easy
You don’t give enough information to give really good help. The grade level of the project would help, but really needed is which way the air will be blowing with respect to the way the boat is going. If the fan is behind the boat, then you need a stick for a mast, a thin piece of cardboard to poke onto the stick to make a square rigged sail, a flat piece of styrofoam from packaging scrap, and a thin piece of plastic (or metal) to stick in the back to make a rudder.
If the boat has to go sideways to the air stream, then you have to change the sail to a triangle and add a way – like a piece of string – to hold it at an angle. Under the boat you need to add a keel which can be a thin straight piece of metal or plastic to keep the boat from being blown sideways. The rudder will have to be tilted to steer or the metal curved to do the same.
