am at the civilization stage, and can build land vehicles, but now ive been given the task of building my first boat. even when i use a canoe as the base, it doesn’t register as a water vehicle. im a military city, by the way. thanks a bunch, angel

Before doing any of this, make sure you have a city that is next to the water. It should have a dock.
First, go to the City Planner of that sea-based city. Switch to the vehicles tab, and you’ll see the boxes on the left, select the second one down, and make a new boat. Make sure the base is IN the water, and add the weapons.
