Do I need a boat license if I plan to buy a US registered boat (20ft) and keep it in a marina in panama?

also, can I keep it US registered?

    I have lived in Panama and believe me you need an attorney for everything. The laws are convoluted and are hard to research and know the latest versions. I highly advise a reputable maritime attorney that can help you.

    Yes you do. You will need a permit good for one year that allows you to sail within territorial waters. Not complicated but an attorney has to request it.

    As the other user stated, Panama is a Lawyer’s country. You need a lawyer for almost everything, so make sure your attorney practices maritime law, and there are a lot in Panama City, due to all the world shipping using the Panama Canal.
