Those must be 40 year old plans; Use fiberglass, nobody is going to sell you asbestos.

Only choose asbestos if you feel like getting cancer.

Fiber glass is a spun silica and asbestos is a mineral that can be processed into a fibrous material also. I agree with the above in that you can not probably purchase asbestos for this purpose any longer. The next thing is that you would not want to sand or work with due to the cancerous nature of asbestos. It causes mesothelioma which is a form of cancer directly associated with asbestos.
Now for another turn. They have begun to spin the fiber glass fibers finer and finer and they have started to show the same signs of lung disease but not necessarily cancer. Make sure you wear a mask good for particulate if you use the fiber glass.

Fibre-glass is safer after the construction. Asbestos is banned in some countries due to carcinogenic nature.

as far load bearing capacity, fibre glass shall suffice.

Are you building a concrete boat?
If not, you don’t understand what is involved in making a fibreglass boat. You had better find out. Certainly, you would never use asbestos, no matter what!
